You are misunderstanding the idea of a swarm.

Yes, a swarm is made of small individual units. But it is the power of these small individuals working together that gives the swarm strength.

In short: Swarms are bigger than their component parts. And every Bee counts, from our nonexistant Capswarm to our Little Bees flying tackling Rifters.

That's why calling us drones? Doesn't work, cutiepies. We're proud of being part of something bigger than ourselves.

Past Hulkageddons were only truly active for the first few days before simply becoming a competition between the top-ranked competitors to see who burns out first. Hulkageddon V is the first iteration to have a steady stream of rewards for participants, making it less of a "competition" and more of an exercise in spreading chaos and anarchy, advancing the science of Butte-Donge Thought etc etc

Please do not buff the Hulk. Rather, give us the natural response to such lawlessness, give us the technology of active defense. Not after-the-fact repair, not three command ships, maybe, in a mining fleet. Give players a way, if they band together, to prevent an alpha strike. Do not reduce the danger, but increase the opportunity for teamwork.
